Revenue Sources and Editorial Independence
Scientific Journal of Nursing Research (SJNR) · Journal Governance and Publishing Policies
Scientific Journal of Nursing Research (SJNR) is a peer-reviewed, open-access scholarly journal published by the Department of Nursing, Poltekkes Kemenkes Pontianak, Indonesia.
SJNR is committed to maintaining transparency, financial accountability, responsible journal management, and editorial independence in all aspects of its scholarly publishing activities.
The journal recognizes that sustainable financial and institutional support is essential for maintaining publication continuity, supporting editorial operations, developing publishing infrastructure, ensuring the accessibility of research, and disseminating scientific knowledge in nursing and healthcare.
At the same time, financial support, institutional relationships, sponsorship arrangements, and publication-related payments must not influence the independent scientific evaluation or editorial decisions of the journal.
This policy establishes the principles governing the disclosure of SJNR's revenue sources, institutional support, publication-related charges, allocation of publishing resources, editorial independence, and financial accountability.
The policy is informed by the Principles of Transparency and Best Practice in Scholarly Publishing, developed collaboratively by the Committee on Publication Ethics (COPE), Directory of Open Access Journals (DOAJ), Open Access Scholarly Publishing Association (OASPA), and World Association of Medical Editors (WAME).
The journal is committed to ensuring that all financial arrangements are transparent, properly authorized, and consistent with the integrity of scholarly communication.

1. Institutional Support
Scientific Journal of Nursing Research operates within the institutional framework of Poltekkes Kemenkes Pontianak, through its Department of Nursing, which serves as the journal's responsible publishing and managing unit.
Institutional support provides an important organizational foundation for the continuity, management, and development of the journal's scholarly publishing activities.
Such support may include administrative resources, personnel, technical infrastructure, institutional facilities, and other publishing-related services provided or authorized through the institution's established arrangements.
Any direct financial allocation to the journal must be based on approved institutional funding arrangements and appropriately documented financial records.
Institutional Responsibilities
Institutional support is intended to facilitate:
-
The continuity and sustainability of journal publication.
-
The administration and management of the online journal publishing system.
-
The maintenance and development of appropriate publishing infrastructure.
-
Administrative coordination among authors, editors, reviewers, and publishing personnel.
-
The development and implementation of responsible editorial and publication ethics policies.
-
The production and dissemination of published scholarly content.
-
The improvement of publication quality and operational efficiency.
-
The maintenance of accurate journal records and publication metadata.
-
Activities supporting the journal's academic visibility, discoverability, and development.
The specific nature and extent of institutional financial support must be determined by actual approved arrangements rather than assumed from the journal's institutional affiliation.
Separation of Institutional Support and Editorial Authority
Institutional responsibility for the journal does not confer unrestricted authority to influence individual manuscript decisions.
The publishing institution may establish legitimate administrative, financial, technical, and organizational arrangements necessary for journal operation.
However, the scientific assessment of submitted manuscripts and decisions concerning acceptance, revision, or rejection remain the responsibility of authorized editorial personnel.
Manuscripts submitted by employees, lecturers, students, researchers, or affiliates of Poltekkes Kemenkes Pontianak must undergo the same editorial assessment and peer review requirements applied to submissions from other institutions.
Institutional affiliation must not provide preferential treatment, exemptions from peer review, or any guarantee of publication.
Relevant institutional relationships and competing interests must be disclosed and managed according to the journal's established publication ethics and conflict of interest procedures.
Institutional Accountability
Institutional resources allocated to SJNR must be used responsibly and in accordance with applicable administrative and financial requirements.
The journal's editorial office and responsible publishing unit should maintain appropriate documentation concerning institutional support, operational responsibilities, and authorized financial arrangements.
Institutional support must contribute to the sustainability and quality of the journal without compromising academic freedom, editorial impartiality, or the integrity of the scholarly record.
2. Author Fees and Optional Services
Scientific Journal of Nursing Research distinguishes between reader access, manuscript submission, editorial evaluation, article publication, and any optional services that may be introduced under formally approved publishing arrangements.
The journal provides immediate open access to published articles.
Free access for readers does not, by itself, establish whether authors are required to pay publication-related charges.
Any author fees or optional service charges must be formally approved and publicly disclosed before they are applied.
At the time of preparation of this policy, the journal's publicly accessible information does not provide a sufficiently verified schedule of author charges or an established paid Fast Track Review service.
Accordingly, this policy does not represent any unverified fee or service as currently applicable.
2.1. Article Publication Fees
Article publication fees, commonly referred to as Article Processing Charges (APCs), are charges that some open-access journals use to support the administrative, technical, editorial production, and dissemination costs associated with scholarly publishing.
If SJNR adopts or maintains an APC, the journal must publish an official Author Fees Policy stating the applicable amount and the conditions under which payment is required.
The fee policy must clearly identify:
-
The amount of the publication charge.
-
The applicable currency.
-
Whether the charge applies to all article categories.
-
The stage at which payment becomes due.
-
Any applicable taxes or additional charges.
-
The services included in the fee.
-
Any eligible exemptions, discounts, or waivers.
-
Payment procedures and authorized payment channels.
-
Conditions governing refunds, where applicable.
Where no article publication fee is charged, the journal must explicitly state that its APC is zero or that article publication is free of charge.
No payment obligation may be imposed on authors on the basis of an unpublished or informally communicated fee arrangement.
2.2. Manuscript Submission and Peer Review Fees
Any submission fee, editorial processing fee, or peer review fee must be separately identified and disclosed before authors become liable for payment.
Unless such a fee has been formally established and publicly announced, authors must not be asked to make an undisclosed payment as a condition of manuscript consideration.
The journal should ensure that authors can distinguish between:
-
Manuscript submission charges, if any.
-
Article processing or publication charges, if any.
-
Optional service charges, if any.
-
Other explicitly authorized publishing-related payments, if applicable.
An article processing charge must not be represented as a payment for manuscript acceptance or favorable reviewer recommendations.
Where a publication fee is payable only after acceptance, that condition must be clearly specified in the official Author Fees Policy.
Where a different approved payment arrangement applies, authors must receive transparent information before incurring the obligation.
2.3. Optional Fast Track Review
SJNR does not identify a paid Fast Track Review service as an established offering under the publicly verified information available for this policy.
If the journal considers introducing an optional expedited review or editorial coordination service in the future, it must first establish and publish a separate policy.
Such a policy must clearly specify:
-
The purpose and scope of the expedited service.
-
Eligibility requirements and availability.
-
The applicable fee, if any.
-
Whether payment is required before editorial evaluation.
-
The nature of any processing-time commitment.
-
The services included in the charge.
-
Conditions for cancellation and refunds.
-
Procedures for managing conflicts of interest.
-
Safeguards ensuring that the scientific review process remains independent.
Participation in an expedited service must be voluntary and must not be a condition of manuscript consideration.
Payment for expedited processing must never guarantee acceptance, favorable peer review, exemption from scientific evaluation, or publication by a specified date.
An expedited process must meet the same scientific quality, research integrity, confidentiality, and peer review requirements as the regular editorial process.
The journal must not claim to provide a paid expedited service unless its procedures, fees, and operational capacity have been formally established.
2.4. Optional Author Services
Optional services, such as language editing, formatting assistance, or other publication-related support, may be offered only when appropriately authorized and transparently described.
Any optional service must be clearly distinguished from mandatory editorial requirements.
Authors must receive sufficient information concerning:
-
The nature of the service.
-
Whether participation is optional.
-
The applicable charge.
-
The service provider, where relevant.
-
The expected deliverables.
-
Any relevant conditions or limitations.
Purchase of an optional service must not influence manuscript acceptance or editorial judgment.
Authors must not be required to purchase services from an editor, reviewer, or associated individual as a condition of favorable assessment.
2.5. Fee Waivers, Discounts, and Exemptions
If author fees are applicable and the journal offers waivers or discounts, the eligibility requirements and application procedures must be disclosed transparently.
A waiver policy should identify:
-
Eligible author categories or circumstances.
-
Whether eligibility is based on the corresponding author or another clearly defined criterion.
-
The process for requesting consideration.
-
The timing of waiver applications.
-
The authority responsible for administrative decisions.
-
Whether partial or full waivers are available.
Waiver eligibility and decisions must remain separate from scientific evaluation.
Authors requesting financial assistance must not receive less favorable editorial treatment because of their financial circumstances.
Likewise, authors who can pay publication charges must not receive preferential treatment during manuscript assessment.
2.6. Transparency Before Submission
Authors must have access to complete information about applicable charges before submitting a manuscript or requesting an optional paid service.
The journal must not introduce unexpected publication charges after acceptance or retrospectively change agreed payment conditions without appropriate disclosure and agreement.
The relevant information should be available through the journal's official website and clearly connected to the Author Guidelines.
Any officially adopted fee arrangements must be maintained consistently across the journal's author instructions, submission procedures, and financial administration.
3. Use of Revenue
Scientific Journal of Nursing Research is committed to ensuring that any financial resources allocated to the journal are used responsibly, transparently, and in support of legitimate scholarly publishing activities.
Such resources may include approved institutional allocations and any additional sources of revenue that have been formally established and disclosed.
The availability of a particular revenue source must be supported by actual financial or institutional arrangements.
Publishing Operations and Technical Infrastructure
Authorized publishing resources may be allocated to:
-
Hosting and maintaining the journal website.
-
Maintaining and updating the Open Journal Systems platform.
-
Server administration, information security, and technical support.
-
Electronic backup and appropriate digital preservation arrangements.
-
Maintenance of publication metadata and indexing-related infrastructure.
-
DOI registration and associated technical services, where applicable.
These activities support the reliability, accessibility, and continuity of the journal's publishing environment.
Editorial Administration and Peer Review Coordination
Publishing resources may support legitimate administrative activities associated with manuscript processing, including:
-
Submission management and administrative screening.
-
Editorial correspondence and communication.
-
Coordination of reviewer invitations and assignments.
-
Monitoring manuscript progress and revision cycles.
-
Maintenance of confidential editorial records.
-
Administrative support for the implementation of publication ethics policies.
The allocation of operational resources must not create financial incentives that compromise scientific evaluation.
Any authorized compensation or reimbursement arrangements involving editorial or review activities must comply with applicable institutional requirements and conflict of interest safeguards.
Article Production and Publication
Publishing resources may also support:
-
Copyediting and proofreading.
-
Article formatting and layout preparation.
-
Preparation of accessible publication files.
-
Verification of publication metadata.
-
Production of scheduled journal issues.
-
Management of corrections and other post-publication notices.
-
Dissemination and discoverability of published research.
Production support is intended to maintain the professional presentation and accurate dissemination of scholarly content.
Journal Development and Quality Improvement
Where resources permit and relevant expenditures are authorized, support may be directed toward:
-
Training and professional development for editorial personnel.
-
Improvement of editorial management procedures.
-
Development of publication ethics and research integrity policies.
-
Enhancement of digital accessibility and preservation arrangements.
-
Improvement of the journal's indexing and metadata quality.
-
Scholarly communication and responsible journal promotion.
-
Development of transparent and accountable publishing practices.
Financial Accountability
All journal-related income and expenditure must be managed through authorized institutional or publishing arrangements.
The responsible administrative personnel should maintain appropriate documentation of financial transactions, including the source, purpose, authorization, and use of funds.
Financial records should be managed in accordance with applicable institutional accounting requirements, financial controls, and audit obligations.
Journal revenue must support legitimate publishing activities and must not be used to purchase favorable peer review, manuscript acceptance, editorial influence, or publication decisions.
Published articles must remain freely accessible to readers under the journal's Open Access Policy.
4. Editorial Independence
Scientific Journal of Nursing Research is committed to preserving the independence of its editorial decision-making process from inappropriate financial, institutional, commercial, professional, and personal influence.
The journal recognizes that editorial independence is essential to maintaining scientific credibility, public trust, and the integrity of research published in nursing and healthcare.
Scholarly Basis of Editorial Decisions
All manuscript decisions must be based on appropriate scholarly criteria, including:
-
Relevance to the journal's aims and scope.
-
Originality and significance of the research.
-
Scientific validity and methodological rigor.
-
Appropriateness of data collection and analytical procedures.
-
Reliability and interpretation of reported findings.
-
Ethical conduct of research.
-
Compliance with publication ethics requirements.
-
Potential contribution to nursing knowledge, healthcare practice, or related scientific disciplines.
Decisions to accept, request revisions, or reject a manuscript must be made by authorized editors following the journal's established editorial and peer review procedures.
Independence from Financial Interests
Financial arrangements must not determine whether a manuscript is accepted or rejected.
The following principles apply:
-
Payment of publication fees must not guarantee manuscript acceptance.
-
Authors' financial resources must not determine the outcome of scientific evaluation.
-
Institutional financial support must not provide preferential publication opportunities.
-
Sponsors and service providers must not direct editorial decisions.
-
Editorial recommendations must not depend on expected publication revenue.
-
A request for a fee waiver must not negatively influence peer review.
-
Commercial or financial relationships must not override publication ethics requirements.
Where fees are charged, payment administration should be managed separately from scientific decision-making to the greatest extent practicable.
An editor must not accept or reject a manuscript for the purpose of increasing revenue or benefiting a financial supporter.
Independence from Institutional Influence
As a journal published by Poltekkes Kemenkes Pontianak, SJNR operates within an institutional framework that supports its administration and continuity.
However, institutional governance and scholarly editorial judgment serve different functions.
The publishing institution must respect the responsibility of authorized editors to evaluate manuscripts independently.
Authors affiliated with Poltekkes Kemenkes Pontianak must not receive preferential treatment solely because of their institutional relationship.
Similarly, submissions from researchers at external institutions must be assessed fairly and according to the same scientific and ethical standards.
Institutional administrators, financial personnel, and technical service providers must not improperly intervene in reviewer selection, confidential manuscript assessment, or final editorial decisions.
Editorial Conflicts of Interest
Editors must disclose any relevant financial, professional, institutional, or personal interests that could compromise or reasonably appear to compromise their impartiality.
Where a significant conflict exists, the affected editor must withdraw from the relevant manuscript assessment or decision-making process.
An appropriately qualified independent editor should be appointed to handle the manuscript.
Where the Editor-in-Chief has a relevant conflict, the responsible publishing institution should arrange appropriate independent editorial handling.
Submissions from editorial personnel must undergo the same scientific and ethical assessment standards as other manuscripts.
An editor must not use editorial authority to obtain financial benefits, preferential publication treatment, or other inappropriate advantages.
Sponsor and Funder Independence
If SJNR receives sponsorship, grants, donations, or other financial contributions from external organizations, those arrangements must not compromise independent editorial judgment.
Sponsors and funders must not be permitted to:
-
Determine acceptance or rejection of individual manuscripts.
-
Select reviewers for the purpose of securing favorable assessments.
-
Suppress legitimate scientific criticism.
-
Require favorable presentation of particular products, interventions, or institutions.
-
Prevent publication of negative, inconclusive, or unfavorable research findings on inappropriate grounds.
-
Interfere with corrections, expressions of concern, or retractions.
Any material sponsorship arrangement should be disclosed appropriately.
In nursing and healthcare research, particular attention must be given to relationships involving pharmaceutical manufacturers, medical device companies, healthcare technology providers, hospitals, and organizations whose interests may be affected by published clinical findings.
Research funding disclosed by authors is distinct from funding received by the journal itself. Both must be transparently managed according to their relevant policies.
Independence of Peer Review
SJNR's peer review procedures must remain independent of financial arrangements.
Reviewers must evaluate manuscripts on scientific merit and must not be pressured to provide favorable recommendations.
Editors must assess reviewer reports objectively and retain responsibility for editorial decisions.
No author, sponsor, institutional administrator, or financial contributor may purchase exemption from the journal's established peer review or research integrity requirements.
Editorial Accountability
The Editor-in-Chief and authorized editors are responsible for safeguarding the integrity of editorial decisions.
Potential financial or institutional interference should be documented and assessed through appropriate journal governance and conflict of interest procedures.
Concerns involving an editor must be handled independently, and matters involving the Editor-in-Chief must be referred for appropriately impartial consideration.
Further information regarding manuscript evaluation is available through the journal's Peer Review Process and Editorial Policies.
5. Financial Transparency and Enquiries
Scientific Journal of Nursing Research is committed to providing authors, readers, reviewers, and other stakeholders with accurate information about its institutional support, applicable charges, financial arrangements, and safeguards for editorial independence.
Financial transparency is necessary to maintain confidence in the journal's publishing activities and prevent misunderstanding concerning the relationship between financial contributions and scholarly decisions.
Disclosure of Revenue Sources
The journal should maintain an accurate public description of the sources supporting its publishing operations.
Relevant categories may include:
-
Institutional financial allocations.
-
Institutional administrative and technical support.
-
Article processing charges, if applicable.
-
Authorized optional publishing services, if applicable.
-
Grants, donations, or sponsorships, where applicable.
-
Other formally approved publishing-related revenue sources.
Only sources that are actually received, formally authorized, or otherwise supported by verifiable arrangements should be described as active revenue sources.
The journal must not imply that it receives financial contributions from an organization merely because that organization is affiliated with, collaborates with, or provides general services to the publishing institution.
Official Payment Procedures
Any payment required by SJNR must follow official instructions issued through authorized institutional or journal administrative channels.
Before making a payment, authors should receive written information identifying:
-
The purpose of the charge.
-
The applicable amount and currency.
-
The relevant manuscript or service.
-
The authorized payment recipient.
-
The payment method.
-
Any applicable payment deadline.
-
Conditions for cancellation or refund, where relevant.
Payments must not be directed to the personal bank accounts, digital wallets, or other private payment channels of editors, reviewers, or unauthorized individuals.
Where the journal operates under institutional or public-sector financial administration, all charges and payments must comply with the applicable institutional requirements.
Appropriate payment confirmation or receipts should be provided through authorized administrative procedures.
Transparency of Additional Revenue
If SJNR introduces additional financial arrangements, including commercial sponsorship, advertising, reprint services, or special publication projects, the nature of those arrangements must be publicly disclosed.
Any additional source of funding must be evaluated for potential conflicts of interest and must not interfere with editorial independence.
Where advertising is introduced, the journal should establish an appropriate Advertising and Marketing Policy addressing the separation of advertisements from editorial content and decisions.
Sponsored content, if permitted, must be clearly identified and must not be misleadingly presented as independent peer-reviewed scholarship.
The journal must not allow sponsors or advertisers to influence manuscript acceptance, reviewer assignments, or post-publication editorial actions.
Changes to Fees and Financial Arrangements
Any changes to author fees, optional service charges, or other publication-related financial arrangements must be formally authorized and communicated through the journal's official website.
Changes should identify:
-
The nature of the revised charge or arrangement.
-
The effective date.
-
The manuscripts or services to which the change applies.
-
Any relevant transitional provisions.
-
The applicable administrative contact.
Agreed charges must not be increased retrospectively without appropriate prior disclosure and the affected author's agreement.
Authors should not be required to pay newly introduced charges that were not adequately disclosed under the terms applicable to their submission or service agreement.
Financial Complaints and Concerns
Authors, reviewers, readers, and other stakeholders may report concerns regarding:
-
Undisclosed publication charges.
-
Unauthorized requests for payment.
-
Misleading information about fees.
-
Suspected financial influence over editorial decisions.
-
Undisclosed sponsorship arrangements.
-
Conflicts of interest involving editorial or administrative personnel.
-
Other matters that may compromise the journal's financial transparency or publishing integrity.
Reports should be directed to the editorial office through the journal's official contact channels.
Financial and ethical concerns must be considered fairly, confidentially where appropriate, and without inappropriate retaliation.
An individual implicated in a concern must not be solely responsible for determining its outcome.
