Scientific Journal of Nursing Research (SJNR) · Journal Information and Publishing Policies
Scientific Journal of Nursing Research (SJNR) is a peer-reviewed, open-access scholarly journal published by the Department of Nursing, Poltekkes Kemenkes Pontianak, Indonesia.
SJNR is committed to maintaining transparency, affordability, financial accountability, and editorial independence throughout the scholarly publication process.
The journal operates through a single regular manuscript submission and peer review track. All manuscripts undergo the same editorial screening, double-blind peer review, revision requirements, and scientific assessment procedures.
Manuscript submission and peer review are free of charge. An Article Processing Charge (APC) of IDR 300,000 (Indonesian Rupiah Three Hundred Thousand) per article applies only after a manuscript has received final editorial acceptance.
The APC supports the administrative, technical, production, and dissemination activities necessary to publish scholarly research.
Payment does not guarantee acceptance, favorable peer review, priority treatment, or publication in a particular issue.
SJNR does not operate a paid Fast Track Review, expedited review, or priority publication service.
The journal's financial arrangements are administered separately from independent scholarly evaluation and must comply with applicable institutional financial regulations.

1. Regular Submission and Publication Fees
Scientific Journal of Nursing Research implements a single regular submission and publication procedure for all authors.
Every manuscript submitted to SJNR must undergo the journal's established editorial screening and peer review process, regardless of the author's institutional affiliation, academic position, nationality, or financial circumstances.
1.1. Manuscript Submission Fee
Article Submission Fee: IDR 0 (Free of Charge).
SJNR does not charge authors for submitting manuscripts through its official online submission system.
Authors may submit manuscripts for editorial consideration without making an advance payment.
No fee is required for:

Online manuscript submission.
-
Initial administrative verification.
-
Preliminary editorial screening.
-
Assessment of conformity with the journal's aims and scope.
-
Preliminary evaluation of manuscript completeness.
-
Initial consideration of applicable publication ethics requirements.
Submission of a manuscript does not guarantee that it will be sent for external peer review or accepted for publication.
1.2. Peer Review Fee
Peer Review Fee: IDR 0 (Free of Charge).
All manuscripts considered eligible for scientific evaluation undergo SJNR's established double-blind peer review procedure.
The journal requires scholarly assessment by at least two appropriately qualified reviewers in accordance with its Peer Review Process.
Authors are not charged separately for regular peer review, editorial evaluation, or assessment of revisions.
Reviewers evaluate manuscripts according to scientific merit, originality, methodological quality, ethical integrity, clarity of reporting, and relevance to nursing and healthcare research.
1.3. Single Regular Review Track
SJNR provides only one manuscript processing track.
The regular publication process consists of:
-
Manuscript submission through the official OJS platform.
-
Initial administrative and editorial screening.
-
Preliminary originality and publication ethics assessment.
-
Double-blind peer review by qualified reviewers.
-
Communication of reviewer recommendations and editorial decisions.
-
Author revisions, where required.
-
Additional editorial or peer review assessment when necessary.
-
Final editorial acceptance or rejection.
-
Payment of the Article Processing Charge following acceptance.
-
Copyediting, proofreading, layout preparation, and publication scheduling.
Manuscript processing time may vary according to scientific complexity, reviewer availability, the extent of required revisions, and editorial workload.
SJNR does not offer paid Fast Track Review or expedited publication services.
All manuscripts receive consideration through the same established editorial workflow.
1.4. Rejected Manuscripts
Manuscripts rejected during initial screening, peer review, revision assessment, or final editorial evaluation are not subject to the Article Processing Charge.
Authors whose manuscripts are rejected are not required to pay publication fees.
Editorial rejection must be based on scientific and ethical considerations rather than financial circumstances.
2. Article Processing Charge
Scientific Journal of Nursing Research applies a standard Article Processing Charge to manuscripts that have successfully completed editorial evaluation and received formal acceptance for publication.
2.1. Standard Article Publication Fee
Article Processing Charge (APC): IDR 300,000 per accepted article.
The fee applies to one accepted manuscript prepared for publication as a scholarly article in SJNR.
The APC is charged per article, not per author.
The number of co-authors does not increase the standard publication fee.

-
Journal administration and editorial correspondence.
-
Coordination of manuscript processing.
-
Copyediting and proofreading.
-
Article formatting and typesetting.

2.3. Payment Following Acceptance
The APC becomes payable only after the manuscript has received formal final acceptance from the authorized editor.
The corresponding author will be informed of the acceptance decision and provided with official payment instructions.
Publication preparation and scheduling may proceed according to the journal's production procedures once payment has been verified or an authorized written payment arrangement has been approved.
Payment does not authorize publication of material that fails to meet the journal's scientific or ethical requirements.

4. Editorial Independence
Scientific Journal of Nursing Research maintains strict independence between financial administration and scientific editorial decision-making.
The journal's editorial decisions are based exclusively on scholarly merit, relevance, scientific validity, methodological quality, research integrity, and publication ethics requirements.
4.1. Scientific Assessment
All manuscripts must undergo the same established editorial assessment regardless of payment status.
The editorial team considers:
-
Relevance to the journal's aims and scope.
-
Originality and contribution to nursing research.
-
Research design and methodological rigor.

Accuracy and reliability of research findings.

Appropriateness of statistical analysis.

Ethical approval and participant protection, where applicable.

Quality of reporting and interpretation.

Payment information should not be disclosed to reviewers when it is unnecessary for scientific assessment.
4.3. Equal Treatment of Authors
SJNR applies the same scientific standards to authors from Poltekkes Kemenkes Pontianak and external institutions.
Institutional affiliation, professional position, nationality, or financial capacity must not determine the outcome of editorial evaluation.
4.4. No Guaranteed Acceptance
Payment of the Article Processing Charge does not guarantee publication or exempt a manuscript from scientific, ethical, or editorial requirements.
Because the APC is payable after final acceptance, payment must not be used as a prerequisite for obtaining a favorable scientific decision.
Publication scheduling remains subject to production readiness and the journal's regular publication schedule.

Authors should retain appropriate payment documentation and provide confirmation through the designated official channel when requested.
The editorial office or authorized financial personnel will verify payment before confirming that the financial requirement has been satisfied.
5.3. Withdrawal Before Acceptance
Authors may request withdrawal of a manuscript before final acceptance, subject to the journal's applicable manuscript withdrawal and publication ethics procedures.
Because no APC is charged before final acceptance, withdrawal at this stage does not incur an Article Processing Charge.
5.4. Withdrawal After Acceptance
If an author requests withdrawal after final acceptance and payment, the journal will assess the circumstances and the stage of publication production.
Refund eligibility will depend on the applicable payment agreement, the publishing services already delivered, and authorized institutional financial procedures.
Any decision to retain part or all of a fee must be supported by the applicable disclosed terms and communicated in writing.
5.5. Duplicate or Incorrect Payments
Verified duplicate payments, payments made in error, or overpayments will be assessed for correction or refund through authorized institutional procedures.
The author may be required to provide appropriate payment documentation to support verification.
5.6. Failure to Publish After Payment
If the journal cannot proceed with publication for reasons attributable to its own administrative or production arrangements, the editorial office will review the circumstances and determine an appropriate resolution.
Where publication services have not been delivered and a refund is warranted, the matter will be processed in accordance with applicable institutional financial procedures.
5.7. Post-Publication Corrections and Retractions
Post-publication corrections, expressions of concern, and retractions are governed by the journal's established publication ethics policies.
Such actions do not automatically create or extinguish a refund entitlement.
Any related financial issue must be assessed separately according to the relevant circumstances, applicable payment terms, and legal or institutional requirements.
Financial considerations must never prevent the journal from issuing a necessary correction or retraction.
6. Financial Assistance and Enquiries
Scientific Journal of Nursing Research recognizes the importance of supporting equitable scholarly publishing opportunities.
The journal seeks to maintain an accessible and transparent publication model through a standardized APC and free regular manuscript assessment.
6.1. Financial Assistance
Authors experiencing financial difficulty may contact the editorial office to enquire whether any officially authorized waiver, reduction, or payment arrangement is available.
A request for assistance does not automatically establish eligibility for a fee waiver.
Any assistance must be consistent with the applicable institutional financial rules and formally approved arrangements.
6.2. Editorial Independence of Assistance Requests
Requests for financial assistance must not influence the scientific assessment of a manuscript.
Editorial decisions must remain based on scholarly merit and publication ethics requirements.

Questions concerning the Article Processing Charge, payment confirmation, invoices, payment disputes, or refund requests may be directed to the SJNR editorial office.
